No, it's not misleading. If you mouse over the % score (in "inspect" mode) it gives you exact detail as to how the weapon performs vs certain enemy types and how that affects its "base" damage.
This is basic stuff.
Here, taking the Boltgun for example:
The Boltgun actually has 5 attributes affected by it's "Damage" score
Each of these attributes have a minimum and a maximum, and the "Damage" rating serves as a way to give you an idea of where this weapon scores in all of these attributes, NOT JUST DAMAGE (although there are some weapons that only have base damage affected by the damage score)
That's why there is a portion on the weapon card that states what its "Primary Damage" is, so that you know at a glance how much damage a shot/ attack from the weapon will do normally.
Again, the percentage is a score that shows you where the weapon falls between the minimum score possible and the maximum score possible.

the value of the same attribute can vary a great deal between different weapons, unfortunately
several weapons have a damage attribute that ONLY affects the base damage, and often this base damage has such a narrow range that the difference between 0% and 80% is quite negligible,
for example, some may have a range as you scale the attribute from 0-100% between 100-140;this means a huge 50% difference in attribute rating only adds a meager 20 points of damage on attacks against enemies that have hundreds or thousands of hp
for these weapons, the 'damage' attribute usually ends up having far less effect on actual damage output when compared to other damage-related attributes like 'stopping-power', 'finesse', or 'first-target'
most other weapons, on the other hand, have a damage attribute that affects both base damage and a percentage multiplier vs. specific enemy types (as was shown above)
for these weapons, the damage attribute changes both the base damage and also significantly scales damage through a multiplier that can go as high as 150-170% in some cases
on such weapons, result is that the damage attribute usually has the largest overall effect on damage output in normal situations, and should be prioritized over other attributes whenever possible
Items have a max total % rating of 380% across 5 stats.
This is equal to 4x80% and 1x60%.
