No, you are entirely wrong, implying that nothing on weapons would change. Most weapons were once an absolute blast - including the laspistol. It was my main pick for supressing while engaging melee. Only that it was ruined few weeks ago.
Weapons were ruined by bugs or by nerfs. Never forget the game and its weapons were fun once.

And here we have the problem. Who would ever care, in a game this far from PvP, about meta. Developer should care about fun, period.
If a weapon is too bad to do any fun it gets a little buff. If a weapon is gamebreaking OP it might need a little nerf. But buffing and nerfing every damn patch ruined way too much already. Leave it be, and increase difficulty via power creep every time the playerbase needs more difficulty. Easy as...

Yes but the helbore needs love I tell you, for the Emperors sake.
The Krourk Mk 4 and 6 are rendered obsolete because the Mk 3 does everything they do better. I'm not going to go over Ogryn melee weapon, but this is a prime example of my point.
Numbers can be tweaked to offer a larger pool of effective playstyles that are fun.

you get 5% Power per kill, for 1.75 Seconds , and its per kill, which when killing you are using your ranged weapons against tougher targets than poxwalker, due to ammo constraint, therefore 5% power per kill barely useful, and ranged weapons got to reload, so this buff is good but stays for too short and many not trigger frequently due to 1.75 seconds, same goes for the other blessing 6% power on short range kill against short ranged units.
other is 0.7 Seconds immune to ranged attacks on kill, same thing, when you shooting ranged infantry they take longer than 0.7 second to kill.
Suppression on kill Blessing is bugged and dont work.
First Shot 15% Damage for a Recon Lasgun or a Autogun, a pretty useless perk, those weapons do damage over sustained fire rather than single fire guns or burst fire as in headhunters. what will 15% more damage with a 130 round magazine of recon lasgun?
and so on.
so yeah like 75% of weaponary are useless.
Crusher and Bulwark are the main reasons as i see to many weapons rendered useless.
There is 3 different Hellbores, One hits hard, one charges fast, and one is in the middle.
The one I had with the aiming crit blessing was fine, but that was before the nerf that made the buff reset every shot.
Other weapons like catachan sword have an entirely useless function (the parry) on top of low damage to most targets.
There's a pretty even spread of viability across MK2 Helbore, MK12 Lasgun, Plasma, Bolter and Agripinaa Headhunter auto-guns. But you are right that half the guns are so-so at best.
Laspistol actually needs a unique and thoughtful build to function because its strength lies in it's base crit chance which is a hidden stat. 15%. You can max out its crit chance to 55% which will absolutely floor any elite that isn't covered in carapace armour or hiding 1000 metres away.
Veteran Class base ranged crit chance 10%, Laspistol base crit chance 15%, weapon perk crit chance +5%, Deadshot Feat at rank 25 for +25% crit chance whilst ADS = 55% crit. Stack Stamina curios with Stamina regen perks along with the Duck and Dive feat to make Deadshot last longer since it consumes stamina to function. This build absolutely slaps, the only issue is it's a full CQC build so you need to pick your fights intelligently and not just fire off at range in ADS simply because you have LoS on something. I also offset the lack of ranged damage by double downing on explosive CQC damage with both grenade feats so i can just spam grenades.
Crit reticule feedback doesn't seem to work online like it does in the Psykanium so i run Infernus which procs on a crit to track my damage better and is good bonus burn damage for higher HP targets like bosses and Ogryn's. This build is troll and some people may complain in the lobby, but it's actually pretty ammo efficient as long as you're not trying to snipe with it. I like to surprise players with it, seeing them reverse their opinion in the end sequence is really satisfying. Especially if the team gets dunked on in melee multiple times by elites and you just insta-clear 12 Maulars/8 ragers.
Interesting. I absolutely abhor hidden. Stats. How is hiding stats good to a playerbase. I'll never understand why developers do that.

The Parry isn't useless. Once can fully parry/dodge Demonhosts, or Fleshbags, trying to block either it bleh.
Also, if you are out of stam, instead of being broken you can parry. It's very limited usefulness, but it does have some uses.
The push on the laserpistol, and a few other weapons alt stuff is far worse.
