For the Traits i think Damage, Quell Speed and Charge speed are the 3 most important traits. Critical Bonus is, imho, the dump stat.
I would say "Terrifying Barrage" (Suppress Enemies within 5-8m Radius on Close range kill) for a blessing. The other blessings are rather "meh" in my opinion, not sure if the hip fire one lets you quell peril while running.
In terms of Perks... Damage Bonus for Infested enemies (That would be Poxhounds and Pox Walkers), to help clear Hordes with your Staff, and Flak Armored Enemies (Most of the Scabs count as these, like Scab Maulers and Scab Ragers)
Maniac could also be a good Perk (Flamers, Mutants and Dreg Ragers).
I wouldn't bother with Carapace and any of the weakspot and crit perks.

But if I could choose, this is what I would go with:
RnG is good for purgatus but you don't need it with bolt staffs.
TB is usually better choice for many ranged weapons, even for guns. FC can be worked good but you would feel it's waste of a slot later. Actually, there are very few choices so you don't need to be struggled with it.
