Then there's the Dwarves (Leagues of Votann), and the Hrud which are the closest thing to Skaven in 40k.
The Aeldari are distinct enough to not even be called Elves, but vaguely resemble them through appearance alone and.. that's it.
However, since elevating the Great Horned Rat from Minor Chaos God to Major Chaos God in Age of Sigmar, it's been suggested that Games Workshop wants to bring Skaven over into 40K officially ever since the Leagues of Votann became a thing.
They (as in Mutants with animal feature) are not abhumans. Mutants are warp tainted. The saying goes "Burn the Heretic! Kill the Mutant! Purge the Unclean" for a reason. The only way Mutants are "tolerate" on Imperial worlds is in the lowest parts of the Hive, where there is no law and no "law abiding" member of society ever gets down to unless with a heavily armed combat group like a bunch of combat servitors to do some maintenance.
Mutants are not Abhumans and Beastmen are not Mutants in 40k. Beastmen also are expressly forbidden by the Imperium to serve in the military in any sort of capacity... are not allowed to travel to or settle on imperial planets and a whole host of other things. At least according to the 8th edition rulebook.
It is not likely there would be a Beastmen presence on this planet... if they are, surely not on imperial side. Unless Fatshark wants to create some imperial cult for this very purpose... but why use Beastmen when they instead could add a Deathcult assassin or a Techpriest as a new class, and please a lot more "fans".... even an Orc Mercenary would buy Fatshark more favor than a Beastman playable character.
And there shouldn't be a large enough Beastman presence on the planet to justify them being included as enemies. Again.. Genestealer Cult and Orks would be a much more viable solution for a new "faction" of enemy. Especially considering that the Genestealer Cult could pretty much share a lot of the "chaff" enemies in the form of Broodbrothers... and they would only need to add something like Aberrants instead of the Ogryns. Not to Chaos Ogryn could be replaced with a Hypermorph and the Beast of Nurgle could be replaced with either a flock of Genestealers or a Patriarch.
Those Beastmen who have been introduced to the Imperial Cult by the missionaries of the Adeptus Ministorum possess a simple but fierce devotion to the Emperor of Mankind and regard Him as a vengeful god who demands tribute in the form of the blood of His enemies. These fanatically religious Beastmen are driven by the need to atone for their original sin of being mutants by fighting in service to the Emperor.
