none of them can cover every scenario and which one is best depends on what your team is lacking
An interesting strategy I've seen some other psykers use, is to clear out entire hordes with Ascendant Blaze combined with Warp Battery. These psykers tend to do most of their ranged damage with Brain Burst in order to build up their warp charges, then use a Recon Lasgun as backup for when they don't have time to quell their peril.
It's not a joke, seriously and literally.
This more of a wacky strat for PUGs on T3 and 4. Use the Surge staff and a well coordinated team for T5.
Either way you can't really go wrong.. Just don't use Voidstrike/Trauma both just spray enemies everywhere.. Bad for business.
Generally I would take Surge if you're in doubt about your team's ability to kill hordes.
I see little to no reason to ever pick the Purgatus staff over any of the others. You're sacrificing range, CC potential, and damage vs armored by taking it.
All of the Staves are good vs Hordes, but the other Staves bring something else to the table, Purgatus is ONLY good vs Hordes it's not good vs anything else.
Trauma Staff is a little bit better. It deals greater burst damage and causes great amounts of stagger vs Elites in addition to having good horde clear, but the high peril cost on the explosion REALLY hurts it. If it had more void resistance it would be much better.
For me, it's really just a contest between the last two. Surge gives you strong CC ability at medium range. Void Strike gives you long range Horde Clear, and Suppression capability while still being strong enough to also kill elites. I find more value in what Void Strike brings more often than I find myself wishing I had the CC of the Surge Staff.
