maybe 'ole slaanesh discovered humans packed into their hive-barns make great livestock for soul-farming
sure, slaanesh might lose some of his cult's crop-yield to the imperial war machine, but doesn't growing your own souls sound like a way better long-term strategy than spreading plagues, slaughtering innocents, or overthrowing governments?
Slaneesh cults are turbo-hedonists and the format can't incorporate them. or at least not in any respect that isn't "oh look, these generic mooks are underdressed and have different symbols, aren't we great for throwing the lore into a woodchipper so you can have a white-washed sewage pile pretending to be content"
Tzeench cults are also out of the question. "hey, what if every enemy on this map was a Deamon Host?" "oh, yeah unfathomable cosmic horrors are just *slightly* out of the paygrade of "four disposable convicts we would've executed if we had the manpower to turn down able hands"
