But if you still really want anti-carapace weapons, then this:

Only the Crusher is fully armed with carapace. Maulers have flak armor on their chest (their helmets are carapace), so aiming for center mass will deal with them normally. And Bulwark Shields block everything but a few sources of bleed (Ogryn Heavy attacks, Zealot Bleed Crits) to which they are highly susceptible.
As such i don't think an anti carapace weapon is needed. Crushers can be dealt with by the Psyker via Brainburst easily, or you can Dodge around them with your melee weapon.
That being said:
Revolver does full damage to Carapace, and is available to Veteran, Zealot and Psyker. I would recommend it only on the Zealot tho.
Bolter does 1/4 of its damage to carapace and i don't think its a Veteran weapon, but it is an option.
Ultimately, if we talk "good ranged options", i might suggest this:
Helbore and Plasma Gun for the Veteran. Brain Burst for the Psyker. Grenade Gauntlet for the Orgyn. Revolver for Zealot.
my bolter out of volley 4 tap head 6 tap body on crushe, minus 1-2 shots if volley active. ....brain burst TTK is not comparable. The time it takes me to reload and shoot brain burst still wont have gone off.
Anything that doesn’t pack a punch in a single shot on impact would probably get you to imagine them being not so effective.

And you are out of ammo in that clip, taking ammo away from the rest of the team, possibly even the flamer, who could saved you a lot of "wasted" time by having to fight that horde manually. By comparison the brainburst doesn't cost any resources and crushers shouldn't be an issue to deal with for your melee teammates.
On my Zealot, up close and personal, i need 1,5 magazines (22shots, even with crits in there) for a crusher in damnation difficulty Psykhanium. That is with a 75% damage bolter (the blessings and other perks don't really matter for this purpose)
On the Veteran, up close and personal, i need 11 rounds of the 15 round magazine. But on this bolter i do have Shattering Impact Blessing (which gives +2 Rending and thus armor penetration). Volley Fire plays no role in how many shots i need with the bolter, unless i also trait into the level 30 Monstrosity and Ogryn feat (The bigger they are), in which case i need 6 shots, which is still almost half a mag, on a gun that has about 130 shots on the Veteran.
When i go to Damnation and use a flamer on the Crusher with a Flamer that has 70% burn stat, i end up doing 18 damage per Flame tick, after building the stacks as high as it would go. And 31 damage per tick while actively flaming them (not counting the ocassional crit)
Now its possible that if you lost a bunch of health and have other modifiers going that is slightly higher, but flaming the crusher in the Psykhanium doesn't do much. You'd even be better off using an Autogun on the Crusher's head, as it will frequently crit with 40 to 60 damage (Admittedly that was a 62% damage Columnus auto gun with +10% crit damage and +8% elite damage)
And that on an enemy that has 2550 HP on Damnation.
