I guess they didn't finish it or found it balancewise impossible to implement, so instead had it automated in the end like it is now, where at certain "breakpoints" it will just break.
Also, you can explain it away in the lore by the machine spirits and Omnissiah being finicky. But yeah, I personally chalk it up to development issues and another small detail that could be improved upon.
