LOL no they are not, Sgt can get them. They are not more rare then a power sword. They dont hand them out to every line solider out there, but they are not "A RELIC OF THE PAST!"
Just like in modern military they dont strap every GI JOE with the latest and greatest.
If they add any variant then Veteran and Zealot would probably be the priority candidates but I can't imagine how they would balance it unless they limit it to a Tang War Pattern.

You are right in the fact they struggle with them because its a very large hunk of metal, more the powerfist is more or less a janked up jaws of life in a glove.
If the zelot can get access to a thunderhammer, then the zelot should have access to a powerfist, because in terms of "rarity" a thunder hammer is much more uncommon to come across.
Yes, that's why I specified the smaller variant(s) after discussing the Ogryn which could use the "regular" ones.
