Blue marks on crosshair
I can't find definitive info. If it's blue you either hit ally or enemy armor...

But does that mean ALL dmg is negated? Is it halved, etc. Like because it's blue, is ANY dmg going through?

Check the damage for your weapon against carapace armor, that's the usual culprit of blue marks. Generally speaking, it's not much outside of heavy attacks and some specific weapons.

I might be wrong ... But:
Blue crosshair denotes no damage done. Shooting allies or a Bulwark's shield, as examples.
White is a hit with damage done.
Orange when you hit a weak point.
Red for a kill.

Blue means you didnt do damage, can happen if you have a bunch of cleave (or no/low penetration against some armor).
On ogryn for example with the Bully Club when I hit a big horde with my second heavy attack it gives me often that blue thing.
Same for hitting the bulwark shield.

So blue indicator = no damage

Yeah, you'll likely see this a lot when playing Ogryn and doing heavy attack with his club or shield.
It's nice that you get the indicator as it allows you to see that the feat that provides infinite cleave is actually helping.
