It is maximum 80% on 4-stats out of 5. And the highest item power is around 560 currently but you will NEVER see that. It's less than a 0.5% chance to get a weapon that is 375+ item power level or higher and you have to upgrade it and get good rolls each time.
You only need 400-500 for Heresy and 450-520 for Damnation. There isn't much change beyond that.
I can tolerate this kind of things when the new and better gear comes at the same time as a good amount of new playable content. Something like when WoW released a new expansion. But here... Just wait. They will add another difficulty and expect you to play the same missions again in hopes of getting new quality gear.

perks and weapon blessings come in 4 tiers:
perks: 10/15/20/25
weapon blessings: 25/35/45/55
base modifiers and base blessings are a weighted distribution, not a 1:1, max modifier is 80%.
this is all 'currently', and subject to change if they add more weapon tiers.
