If you only need to complete the mission without taking melee damage...
Would it work if you jump off a cliff at the start of the mission then some friends clear the entire mission until the end? You technically haven't get hit by melee enemies, right?
Your toughness will only block a melee hit when it's completely full, otherwise some melee damage will seep though and cause you to fail penance.
I was however, able to get the similar "Untouchable" penance while playing the zealot. I'm still trying to get it for the Veteran though.
The most dangerous enemy in this penance challenge is the basic plague infested trash mobs that come in the big rushes. Their "heavy melee attack" has a high % chance of doing 1 point of chip damage through your shield. Its next tier annoying, I had 3 or 4 near perfect runs ruined by taking a single point of hp damage from those mobs spawning behind me or dropping from no where.
You really need to run it sort of selfish, look our for yourself, only pull out your gun when theres a chance your group wipes if you dont, and always go for the push back before swinging, don't trust the games netcode for your weapon to hit first. lol
I also think assissination is the easiest mission to do this on. A 3 star no grim run is super easy and you can camp the back corner of the room and help the team with nades or ranged fire without ever drawing aggro from the boss or the trash. I also found taking all the nade boosting skills to be handy, helps you clear those big trash waves before they even get close enough to swing lol
I guess there's no reason the game would take a suicide as melee damage ? Tell your team if you decide to pull a stunt like that off.
I saw some vids about cheesing it by disconnecting during hordes and harder sections or using three ogryns with shields, but I don't know if it's still possible. I also do recall a three-minute limit to reconnect in a lobby but again I don't know if it's actually real, sorry.

To be honest, I don't even play Veteran, but when I read the pennaces, I feel like... You know... I must try and see if I can break these rules. Just for the lulz
