Tips for "Don't stop me now!" penance?

I kow i pretty much need the lvl 30 talent and the one that reduces skill CD per elite kill, buy any otehr advice? How many skill uses do i need to make to have the penance?

Two.

You either need extreme luck, or you can do it by having 3 friends hop on their level 15 psykers, as psykers get a feat that reduces skill cooldowns for their teammates that stacks.

Pretty easy to do it with randoms. Just bull rush the moment you see a gunner group. You only need to kill enough to ult again. You only need 2 max range ults with the longer ult talent

Alright, thanks you, I'll try to hunt for a chasm station map with the HI modifier, trying on the Oubliette got me 32 meters

Charge into specials, kill said specials, charge again, done.
It’s really easy to do if you try everytime, and trying is not even detrimental to your team.

Get yourself a ripper gun for high damage output in CQB, equip the said above perks for increased distance and 10% cooldown reduce for elite kills. Stay a little behind your group when charging, so your teammates will be in coherency as soon as you finished your first rush. Psykers can really help if you have them in your team. Also, there are some relics, that can reduce cooldown a little. Good luck!
