Well, your calculations are incorrect, i have curio with primary stat 17% toughness
Wrong information. I myself own several curios with +17% Toughness.
so if the range is 10-20 then 0.8 * 10 +10 = 18
should be 18% max possible
I don't believe this works like you think it does as I have seen higher
But the lerp_value_func is used inside buffs.lua and i dont know yet how this have an impact on the displayed value at the shop/item.

We knew the theoretical max was 20%, but the point is what exists in game right now.
I have never seen one that had lower than 10% as a primary blessing, suggesting it isn't using that value directly and is instead part of a function to calculate store inventory as inherently worse than what can be made through other means.
It makes very little sense that they would apply two different shop modifiers to weapons and curios. That might mean that store-bought weapons have a minimum range of something like 20-25% for stats instead of 0%.
Im trying to understand it too.
From my own data mining, appears also there's a tier 6 item (above t5 yellow/orange), maybe some of the higher % are reserved for those futures item ? Just throwing an idea here.
