How to get max level weapon rating?

I know the rating is based on:

% modifiers
perks
Blessing

But how do I know the modifiers for an example, is "max"?

ive seen as high as 80 % on the yellow bars
blessings go up to tier 4 but ive only seen tier 3 so far.
but we will be able to upgrade a blessings tier later when they add it to crafting so dont let that stop you from getting or keeping a weapon.
as long as the yellow bars are good id get it.

also the first part is get to lvl 30 on your character. and youll start to see 400 gear in the normal shop. and up to 500 in the weekly. just keep getting gear thats better and ever so slowly a good one will roll around
