Yeah i read about that but i figgured it was old mechanics from beta and has been patched out. From the moment i hit 30 there has not been one gray item in shop that has nearly as good rating as the other stuff in the shop. My items in regular shop at just over 400 rating and daily vendor as high as 500 rating but i cant afford those because of the time gated mechanics. But the gray items are around just over 300 rating.
So they do drop, i probably did 10-15 and still not one of them dropped, so i was getting worried im doing something wrong.
I still remember when I did a double take after seeing a recon lasgun which did 90 damage per shot in the shop when every other one I've found does 40-50. Instant purchase and consecrate on that one.
Also, emperor's gift seems entirely random. I ended up getting 5 in a row last night, though none of it was useful :(. It seems to happen more often with better quality loot when the secondary mission is completed, but randomness means this could also be a false positive. I haven't gotten a chance to observe it enough yet, and I figure the data scrubbers will figure it out sooner than me anyways.
The problem is that the weapons are designed so poorly that most of the time you're going to be looking for a gray item with extremely high base numbers so that it's worth upgrading.
