No, they're just bad.
I can easily clear hordes with a shovel while Sword does no damage and has a harder time beheading.
But in all honesty I'm finding an odd trend of cleave-oriented weapons being overall weaker than single-target oriented weapons, even against hordes. Hand axe reliably kills trash in one hit, but is supposed to be shone up by sweeping sword strikes against large hordes in your face. I feel like even then, the sword doesn't do enough damage to appreciably deal with said horde. At least my axe can chop down one of those mooks at a time instead of slashing endlessly into the ever growing horde and killing maybe one every 2 hits.
Shovels are great for poxwalkers and flak armour
Swords are much better for poxwalkers than Shovels but you dont run into as many poxwalkers.
