If it's possible to have an officer/commissar subclass/specialization (or maybe even just a sergeant) for veteran then some sort of pistol & sword combo is a necessity.
You may get laspistol and chainsword though.
bolt-pistols and are a common weapon in the Imperial guard. having access to bolt weapons would make perfect sense it just a question on whether or not FS decides to allow the combinations.
If we were to limit ourselves to nothing as potent as a boltgun, then we won't have very many options and we'd have to lose some of the ones we've already seen. I know they had the interview where they said no boltguns but they also recanted their statements after the fact. An IG-pattern bolter (pistol or long gun) for veteran is more than feasible and a Godwyn-De'az pattern for the zealot (well, at least female zealots) so hopefully we'll see them or it'd be a very odd exclusion.
This is not the tabletop, so whatever you can do in an organized setting in the tabletop dowsn't matter. And yes, plasmaguns and powerweapons would be even stronger why I wouldn't think they are in the game aswell.
What is already in the game that is as powerful as the bolter?
What statement did they give after they said no bolters?

Here's the thing, there's been a lot of releases in the past month and if you follow this forum there is a certain assumption that you follow at least the major strokes. I'm not going to give an extra 10 minutes per source to ensure that you have every salient link possible.
They said "no" to a rapid-fire question about boltguns (but "yes" to heavy bolter? strange) and Hedge later posted a comment (on Reddit) that they flubbed some of the answers so take it with a grain of salt.
We have already seen two power weapons: the zealot's thunder hammer and the veteran's power sword. The Edge article claimed plasma guns are in (but they also said boltguns are in so who knows?). These are also what I was saying would need to be removed to get below bolter level.
And what does this not being tabletop have to do with anything? By lore, boltguns are commonly available even as low as NCO rank. Are you saying the Inquisition should not have access to them? Because if we don't then we're looking at a pretty mediocre armory. A bunch of autoguns, stubbers, shotguns, and a lasgun. Hot-shot lasgun is off the table even. That'd be kinda crap for variety. The uber-lethal sci-fi guns are half the appeal.
Even the inquisition can not requisition what isn't here.
And it not beeing tabletop simply means that the tabletop rules don't apply.

The Authority of the Inquisition allows the requisition from simply set of House-keys to a Battle Fleet Scarus,. the agents of the inquisitions can use most equipment they want.
by the looks of the Media and Images released on the Characters they appear to be Following Dark heresy RPG for the Weapons.
Look up "Gyrojet" guns. These are a possible real-world inspiration for the Boltgun.
i can see the ogryn using one, but nobody else really. i think the guardsman would get a laspistol/chainsword
