The DualShock 4 controller is not officially supported by Prince of Persia: Sands of Time, therefore I can't guarantee my suggestion will work.
Steam's Big Picture mode has settings for controller compatibility. I recommend trying different settings in there, to see if it helps you.

Hi,
Maybe this can help. But the main problem is that the game have desactivated the steam overlay option by default. No steam overlay is equal to no steam input. If you can activate the overlay and the steam input for the game, a lot of the gamepad issues will be resolved.
Greetings,
In case any other players would like to try this workaround, to help fix any Xinput controller issues, please locate the following options and disable them >
1. For all games, open the Steam settings > In-game option > Uncheck the Enable the Steam Overlay while in-game
2. To do this per game, navigate to -> your Steam game library -> locate the game you are having issues with -> right click on the game and select Manage -> select Properties -> General -> Uncheck the Enable the Steam Overlay while in-game

The problem is. That if Ubisoft, that is to say you, had activated the overlay mode to be able to be used. This one would actually activate. But currently it will not activate in any case. It does not matter if you have it activated by game or in the general configuration of steam in its check boxes. And I repeat, without overlay there is no steam input. Without steam input there will be no possibility of using it to have gamepad support in this game. Sadly.
Apologies for the misunderstanding here.
We appreciate the feedback on turning on the steam overlay to be used with Prince of Persia: The Sands of Time. We can certainly pass your comments along to the appropriate teams, however, as this particular title is no longer in development, player suggestions for improvements may not be added.
Let us know if you'd like to ask any further questions.
