How do I get the overlay (partly working)?
You need to find the Process Identifier in Windows Task Manager of the POP.exe process, and then execute a run command in Windows, to make temporary changes to GameOverlayUI.exe.
To do this:
Where do I find "Windows Task Manager"?
You find Windows Task Manager by holding Ctrl+Shift, and pressing the Escape-key.
Where do I find "Process Identifier"?
You find the Process Identifier of POP.exe in Windows Task Manager, by looking at the Processes tab, and locating the PID column in Windows Task Manager, while the game is running, and remember the number in the row next to POP.exe, but because this PID column is not visible by default on the Processes tab in Windows Task Manager, you need to click on View in Windows Task Manager first, and then click on Select Columns..., to add a PID (Process Identifier) column to the Processes tab in the Windows Task Manager window.
How do I execute a "run command"?
Now that you see the Process Identifier of POP.exe in the PID column on the Processes tab in Windows Task Manager, you need to execute a run command.
To do this, hold down the Windows-key and press R on your keyboard, and then type the following text in the field right next to Open, and then press the enter-key:
Where do I find the "installation path"?
To find the installation path, and be able to type the installation path to GameOverlayUI.exe, you need to know where Steam is installed on your hard drive. For example, your installation path to GameOverlayUI.exe could be:
C:\Program Files\Steam\

This works in Windows 10 - had to turn on PID column in task manager to get the PID number for pop.exe. Great job.

I did this, Steam overlay works but I can't take screenshots :/
The game does not natively support the Steam overlay, so we are limited in what we can advise you. Perhaps using a program such as Nvidia Geforce Experience and its overlay or Xbox Game Bar for Windows will allow you to take the screenshots you desire.
If you have Xbox game bar installed already, you should be able to press your Windows key and G, to bring up the Game Bar overlay, and take a 'capture' screenshot mid-game.

I know it says Splinter Cell, but it works for this game too if you modify a single line.
The steps are easy:
1) download the "Steam Overlay Restoration"
2) open the file with any text editor and go to the line:
3) run the game
4) alt-tab and open enableOverlay, then close it
5) go back to the game
And voilà, now you have a fully functional overlay!
