No, it's not. A few small PARTS of the game is ripping on Doom Eternal.
There's actually only a few DE elements in it, and it spends a lot more time ripping on other games, including Ultrakill, Ion Fury, classic Doom 1/2, Duke Nukem 3D, Shadow Warrior Classic and modern, Redneck Rampage, Quake franchise, Dusk, Half Life 1+2, and various other shooters. There's also more than a little Psychonauts in there as well.
Saying the "entire game" it is a "rip" on Doom Eternal is overselling the influence of DE by a lot and underselling the level of parody involved.
This game is something similar to Hot Shots! as far as parody goes, but for FPS video games. It's a joke a minute, and each one referencing something different.
