It's mostly if you find Action too easy or if the fights are ending too quickly / if you feel like there is not enough risk to the fight.
The DLCs do allow you to take more hits if keeping up with the power curve (e.g., an investment of Stamina and Spirit on master points and gear). But would say that this is uncommon and will otherwise, feel like 1-2 shots while players until a player adjusts or finds their own groove that let's them survive more than 1~2 consecutive hits.
