what does it mean I do not have enough manpower?

I am trying to build weapons, and I do have lots of manpower or at least what I thought was manpower. I set it to only that and it still says not enough manpower?

I have this problem too, crafting is not working at all as it says not enough manpower. I have unchecked everything else to just try and craft and it will not work?

I found out how to get it to work. Save, and load the save.

Also be sure you have the resources needed for the quantity you want to craft.
