0 control gain in tutorial.

Bought game and am trying the tutorial
You give a quest to use executive orders but I never gained enough control to use them.

going to bed very frustrated that I wasted my gaming evening on a tutorial that is either bugged or has some interaction not explained the tutorial that makes it uncompletible :(

They should have explained that the first thing you should do on a planet is place the capital building. It gives you control over time.

Thank you for the replies. After google and YouTube failed me I actually joined the discord and someone there helped me earlier but I do appreciate the replies.
