Range in the GalCiv series is a limit on what destinations you can select not what tiles you can travel through. This is important because some mechanics like wormholes can push you well beyond your ship range and you don't want them immediately stuck.
You can also take advantage of this. Let's say the AI is outside your ship range. You have a wormhole generator artifact. Build a constructor and use the wormhole generator. Let's say it teleported your fleet on the opposite side of their territory. You can build a starbase and now travel through their territory. Unless their tiles are within your ship range you wont be able to move to any specific tile but you can travel to a tile within range of your new starbase.

The following cheat commands are used:
fownc - clear the fog of war from the map but dont get first contact spam
listplayers - get the player ID
localplay n - n is the player id from the command above
What I usually do is save the game when something is odd and continue the game. Then after I clear the map I go through my saves if there is something odd. I do this to not spoil the game with cheats.
I dont see the Yor or Corporate Sector have explored your space.

THIS HAS BEEN DRIVING ME NUTS!
Ive been meaning to ask about it- in early game they have end game ships (dreadnoughts?) sitting right on top of the red anomalies- I used wormhole artifact to clear one of them off the anomaly, it worked, but what about the Xeloxi themselves? Beginning of the game and I can see a bunch of dreadnaughts in ships list when I trade with them lol
