I also wish to know that, I've gathered a few times there over the spawn of 6 years, and not a single Powder of Transformation was aquired.

Seems totally random to me. I spent like 5 years gathering every day in post game to get my last exploration point on one of those missions. Might be related to season/time though, definitely related to RNG since you can savescum for different results.
