yes, my problem is i can not get the game to run in 1920x1080. I currently have the game at 1600x900 which is fine, but I would prefer the extra pixels

Yes, I can play it on Windows 7, 64bit version. To get it to run at 1080p go to where the game is installed and open a text file call SplinterCellUser.ini in that file scroll down to the bottom and enter the resolution you want.
Program (x86) / Steam / steamapps / common / Splinter Cell / system / SplinterCellUser.ini
