Chinese Embassy 2nd visit major bug

so, I'm at the part where you climb on to the rail behind the flags in the lobby (the room with the giant portrait of Mao). Basically, you are supposed to climb to the other side, grab the guard and use him for the retinal scanner.

The problem is, on the ledge across from this guard, there are two other guards. They are not moving. Whenever I come out from the flag I am instantly seen and killed. This happened when I loaded from a quick save -- I screwed up originally and got killed so I had to try again, but before I was killed, these two guards were indeed moving which meant I could get to the ledge no problem. But as it stands right now, the 2 other guards are not moving and I am instantly spotted when I come out from behind the flag. I'm pretty close to just putting on the invincible console command and killing them.
