Anyway to fix this starting up problem?

Every time I start up the game and it goes into full screen, while in the game my windows hotbar flashes randomly and barley wont let me click anything, its like my cursor is stuck in one area and theres another cursor thats stuck on the end of the screen and I can barley move it.
