Know that I am not the one to ask about configuring the win 10 controller, I had S.I.L. do SCCT for me using "Joy To Key".
Regarding SC1, I did make it by ... barely, but well enough with tonza practice to pull off the videos I made. But my movements are herky-jerky with time gaps between moves, (having to look at keyboard to set fingers).
Maybe my imagination but it seemed like there was a time lag between key pushes and actions of Sam which was also off putting but learned to ignore

Seems really easy to me. Scroll up for faster speed, scroll down for slower speed. Simple.
Most of the time, you're going to be completely hidden in the shadows in this game, so it doesn't matter if you spend a split second to scroll up or down before moving.
Impractical. Not unpractical.
This game was also made before the Xbox 360 controller was standardized as the controller for PC games. That's why it relies on keyboard and mouse. And I've already explained why people like keyboard and mouse controls, it makes shooting much much easier. That Abattoir mission is really hard without a mouse because you can't make precision headshots to kill the soldiers coming to kill the hostages. It's very easy and fluid with a mouse, but quite difficult with a controller.
It may take time and nerves to find bindings what suits to player because everyone prefer different mappings.
To put this in simple format... if game has no controller support then just map keyboard&mouse inputs to controller.
(...Big Picture offers also users premade templates...)
As Delta points out the the newer controllers are set up different than the OG X, they may both have the same number of pushable buttons but they're not in the same places and don't provide the same actions. This defeats the (from over a decade of SC gameplay) acquired muscle memory reflex completely. I never had to think about which button to press for any action let alone where they were.
While playing Steam's SCCT with the win 10 controller, my fingers automatically went for the small "Black and White" buttons lower right of the controller or the "Back and Start" buttons that weren't there.
I'm curious as all hell on how the series X will handle the multi cam access and switching procedure.
Also hoping more of my OG X games will make their way to the series X, also hoping the availability issues, (and original sale price) will be solved by this fall along with console problems I've read that many have with connections, overheating, clicking noises, disc drive issues, stuck discs and not recognizing them
