I looked up "Pandora Tomorrow No-CD Crack" and found a youtube video there. Pretty crappy video with hardly any information, but it gave me a link that appears to be safe. Downloaded the crack and extracted the files into my Pandora Tomorrow directory.
Now the Splintercell2.exe file actually launches correctly right into the game. The main menu (where you choose game modes) still crashes, but the single player starts at least.
Read my last message. I fixed it using the no-CD crack. Starts up fine now. I then used the lighting fix, edited my resolution using a hex editor, and am now trying to fix the ugly night vision jaggies.
