Nah, those cutscenes are done in that way because the PS2 couldn't handle in-game cutscenes, i like the Xbox cutscenes a lot more than the ones on PS2, they seem to bad to my taste and the dialogue, doesn't fit with what the characters are doing but most of this is because Ubisoft reuse dialogue from the Xbox version.
There is not such thing as an "extra moments with Sarah" only the intro cutscene, everything else is the same.
But yeah, the reason why the PS2 version was different is because it didn't have the same amount of power that the Xbox had.
Now on topic, yeah, i remember reading in the wiki of the game this was the case. The thing is, they most 100% not have missing files and redoing everything just for a couple of people isn't going to happen.
