That's not true. Splinter Cell PT is the Ubisoft game (they have all the right), but you can't buy it even on Ubishop. That nothing to do with license.
This obviously involves some communication between the Israeli government and retailers. Steam might have decided to not deal with the game at all instead of limiting where it's available.
Ubisoft Shanghai made Double Agent... there's no "trouble" between them. It has zero to do with that.
