Ultra Slayer Points that you get from Ultra Ascension are only used on Stones of Time. All of those things you listed are just new ascension upgrades that appear after your first Ultra Ascension, and they are bought with normal Slayer Points. There is no need to choose between those, because you will get all of them.
Once you unlock the Stones of Time for 5 SP, then you get to spend those 5 USP that you earned. You choose between the Stone of Activity and the Stone of Idle. People recommend a ratio of 4 Activity Stones:1 Idle Stone.
The Stone of Activity increases the coins you get from enemies, the amount of souls you earn in-game, and the amount of souls you get with the bow.
The Stone of Idle increases your offline CpS, the rate at which you slay enemies offline, and the amount of souls you get when killing enemies with critical hits.
-----
Just a reminder about your first Ultra Ascension... Players often forget that you do not earn souls until you complete certain quests. They often make new topics thinking that their game is bugged, but they just forgot what it was like to be at the start of the game again.
