start by not going for a starred (defeating him in under 90s) victory, in both phases let him go to max distance and let him stay there, don't use the dash ever, in phase 1, don't jump until he shoots an attack, jump over it and shoot an arrow on landing, and then do one more short jump for a second arrow attack and then stay on the ground until he shoots again, rinse and repeat until he goes into phase 2
in phase 2, still not using dash, try to start jumping so that he is teleporting to the top of the screen, may take a little bit to get the timing right, if he uses his floor attack, you'll be fine because at the peak of your jump to clear the floor attack he should be teleporting for his next attack, it's when he shoots that can be a tricky the first time, until you get the timing down, once you do get the timing down, just keep him at the top of the screen and try to shoot off 2 arrows at the top of your jump (once you get good at this, you can let him drop just a little bit off the top and if you are really fast at shooting arrows you can get a third one as you descend from your jump that might just hit him as well, but this is optional and just speeds things up a bit so it doesn't take 6 minutes to beat him). again, just rinse and repeat until he's dead
this strategy is pretty easy to replicate IMO, my first attempt at this "safe" approach was a success and I think I failed once in like a dozen attempts like this and that was just after I woke up in the morning playing on my phone. anyways, as you get comfortable with this approach you can start to practice dashing and getting in sword attacks, you'll have a better feel for the timing of his attacks and when to jump, this is esp. important in phase 2 when you need to pre-jump the floor attack when you are pretty close to him. the nice thing is if you take 2-3 points of damage while practicing a starred run, you can always fall back into a "safe" run and hope for that small chance of a natural excellent ring reward. and as noted in the comments above, when doing a starred attempt, you really want to get those sword attacks in, keeping him on the ground is important in both phases, especially the closer you get to him, since you can keep a lot of sustained damage going on him (where as if he's in the air, you have to jump to sword attack him and half your jump is wasted as you ascend/descend out of range). anyways, i can now do regular starred victor fairly consistently, I still fail here and there sometimes, but I normally beat the encounter.

The BS is there IS NO TIMING!!!
I have seen him launch waves of energy and shoot a bullet in the middle of it (impossible to dodge both), I have seen him launch between one and 4 waves of energy in one go. I've jumped over one wave of energy only to land in the second, and I feel he's literally programmed to shoot those waves of energy while your in the air so you CAN'T DODGE THEM. And since there is absolutely NO PATTERN to his behavior there is no way to TIME anything.
Developer needs to give this boss fight an actual Pattern so that practice can actually make a difference instead of praying to the Random Number Gods for MERCY.
I'm not gonna get all 'GIT GUD' about this. There are a ton of upgrades that make Victor easier and I might just be further along, e.g:
- Bow Attack Damage
- Bow Attack Speed
- Bow options (e.g Multishot / Parallel shot)
I got the all-options-+-excellent ring a while back so I haven;t done him in a while. From what I remember, the Alpha Victor strategy was something like:
General objective is just to jump over everything while boosting to bring him closer - melee damage is always best. To get good times, chip away at his health by shooting while in the air / adding jumps between his attacks to afford more air/bow time - BUT NEVER put anything at risk just to shoot more. Bow damage is minimal, and a single screw up sends him all the way back to the right.
[If you need to practice, I'd advise forgetting the bow and focusing on melee. Once you've got a few kills, then practice adding bowshots for incremental damage to improve your time]
Aim to keep things steady and consistent by always being on the ground when he shoots, making bullets predictable. This way you can focus on timings - whereas jumping madly and shooting constantly means bullets are flying from all over the place.
Phase 1: He attacks every few seconds. Jump every attack, firing bow while doing so - you can often get an additional jump or two in between attacks for more bow time.
Phase 2: Adds that purple fountain attack, and the attacks come more often. Don't be alarmed by the fountain - there's a jump-height near the max that works to avoid both a ground bullet and a fountain, so it's basically just another missile, and you can dodge everything the same way. It does get tricky here, and adding any bow shots is a challenge - but keep focusing on melee and timing and with practice will get you well below the 80sec mark, so even with a few mistakes you can get an Excellent item.
I've got most of the upgrades that impact the damage you deal and was reliably beating Alpha Victor in ~70 seconds average.
If none of this works, I'd turn Victor off until you're further along the skill tree.
Also there is an upgraded version of Victor, that you can unlock through dark divinities to get an equipment piece out of it...
