Report a translation problem
I had some compatibility issues with Mafia II on Windows 10 and I solved it this way:
Right click on "Game executable... Properties... Compatibility... Run compatibility troubleshooter... Try recommended settings... Test the program".
In my case the game (Mafia II) launched, but the video was not OK, so I quitted the game, went back to "Mafia2.exe... Properties... Compatibility" and unchecked "Run program in compatibility mode".

To lock your game to 60 fps you should use a program such as Dxtory

i changed the display monitor from windows to 60 fps and it got fixed
In my experience these issues for older games are nearly always resolved by enabling V-Sync or limiting the FPS.
