I'm not familiar with this issue, however I can certainly try to help. It's also possible that this game mechanic isn't as refined as some of our newer titles.
Having a high refresh rate with older titles can cause some unusual outcomes. I recommend making sure V-Sync is enabled, to see if that will help.
If the issue persists, could you perhaps provide a video of what is happening? We can then test it ourselves to see if we experience a different behaviour.

I noticed in another comment thread that someone else experienced a similar issue with the mouse and keyboard controls, and it went away when using their controller. They seemed to have a same sort of deal, where the camera moved left and right far too slowly for some reason and other such nonsense. So it doesn't seem to be a unique occurrence.
(Ha, turns out I already did manually lock the framerate to 59 back when I first noticed this. Pushing it down to 30 for the sake of testing, but not holding out much hope)

Did pushing the frame rate down to 30 result in any changes at all or is it still the same?
As for the noted points about a controller, is this something you have the facilities to test for yourself to see if you encounter the same change?

Using a controller, on the other hand... wow. I don't much want to play the game with a controller on account of playing the previous two games with the mouse and keyboard, but that pretty much completely eliminated the problem... as soon as I got the right stick to be configured properly.

Seriously, the original devs of the game had two other games they could have taken the camera code from no problem, right?? How does this sort of thing happen?
I can't argue with you on the early 2000s PC ports, not that anyone would want reasonably want to. But even so, this feels like an entire two steps beyond just being a bad port. I can see very little valid reason for why whoever was doing the porting to have done what they did with the camera system beyond just having malicious intent for some reason.
After reviewing the video I can see what you're referring to, so a controller is a solid workaround.
As the game was released so long ago I don't believe this can be changed, however we still always submit feedback. I'll make sure our team is aware of this.

When no active development is happening on a title, the chances of us being able to solve an issue are very low. We do monitor our older games for critical issues which prevent play entirely, and even for smaller issues we always take note of them so we can keep an eye on similar issues coming up in our newer games. My apologies that we're not able to provide a fix for this camera issue - I hope you've been able to enjoy the game otherwise
