Help with the east tower

I'm at the end of the game and I'm stuck. I have 100 percent exploration of every area except for the east tower, but somehow I'm missing two keycards needed to access an area where I will find the last of the four radio towers I'm supposed to set charges at.

Without doing this part of the quest, I'll end up getting the bad ending, but I don't know where to go or what to do. Anyone know where those keycards are? Or is there another way of accessing that area that I missed?

The keycard here is only for speedrunning, there is no other use, what you need to do is to enter the location you mentioned from the Industrial zone
