Her normal attacks and special attack do have an aoe component, and both do less damage than you'd expect. Hook has her combo doing 1710 damage at level 10 without using her ult, and Hook's special does the same. Flare doesn't do a combo, just a single hit for 570 at level 10; and her special hits for 1235.
Which doesn't seem too out of line comparatively. Her hits also do good knockback, making them ideal for clearing a control point. With her shots, you need to very careful about the arc. It helps to jump attack if someone is approaching, and normal attack if someone jumps towards you. Depending on the timing you can hit people trying to jump attack you. But you really do have to time it right.
If someone does get in your face, the best escape is her aerial special. It does a little less damage, but sends them flying behind you and propels you away.
What's interesting about her attacks is that the knockback is not dependent on the center of the blast, but the direction that flare is facing, and it will always knock people directly away from her (or directly behind her with her aerial skill).
Also her attack to stand up from prone is a flamethrower, which is kinda neat.
