Don't worry about it saying 1 missing file when you verified the game files, that's normal and you'll see that with the majority of games, so it won't be the cause of the map editor issue you are having.
Which version of Windows are you on and where are you going (on your computer) to try to launch it from?
If you search "Map Editor" in the Steam forums, you may also find some other threads that may provide some guidance on this.

The missing file you are receiving a message about looks to be related to Microsoft Visual Studio .NET 2003 which is a piece of supporting software/development software the game uses to run.
To replace this missing file, you can verify your game files (which you have already tried), reinstall your game from scratch, or download the software from the support folder.

Please note however the official online servers were retired for Far Cry on PC, so you may be unable to use the map editor maps you create online.
