Its possible that nisa or the company will anounce pc later. Usually these games come out in Japan 1st then 3 to 6 months later west on pc and such.

Might as well wait 3 or 4 years for a PC port by Durante, knowing how NISA takes forever to release every Trails game outside of Japan, and we're still not getting Kuro 1 and 2 until they're done with Reverie, Nayuta and Azure.
Next year 2023 we will have Hajimeri, thus 2024 should be fine enough for Kuro 1 & Kuro 2.
If not possible to fit those 2 within the year, there is a possibility that NISA jump X ahead of Kuro 2 --> I predict should be end 2024 to see its first global trailer, and first half 2025 for PC Steam.
This scenario is actually likely since it would have been 4 years since IX on Steam, and having Ys X will attract more sales from those would have had Trails fatigue by then.
