Hawk / credo costume locked

Beat ys 5-8 a lot faster than i thought i would so i ended up buying the costumes dlc full price, but for some reason it wont let me change hawks? It says hes locked into a knight uniform for credo. Kind of disappointing because i wanted to have have the whole team match with the silly carnival outfits. Is this a bug or can i just change it later on in the game and it’s just being a richard for now. Just finished ch4

Ok as soon as i started chapter 5 he was wearing casuals and it let me change his costume awesome
