NISA doesn't need either with their pricing.
These kinds of DLC are typically just like paying for cheats.. giving yourself a ton of items by paying real money, which is silly. The items you have in a game should be acquired by playing the game, right?
I'm personally getting the Deluxe, not the Ultimate.
You can enjoy the main game of any of them.
I think it's okay to buy as much as you need later.
$30 for a bunch of potions and bracelets seems like one hell of a scam. Especially on PC, where if you really wanted to cheat you could just whip out Cheat Engine.
