Or place the entertainment places outside the circles and assure that the way from the schools to the places cover all houses. This will also provide the service (difficult and not very effective, but works also).
Option 2 needs way more schools as needed in Option 1
And for option 1, place the Entertainment places on top of the housing blocks and the schools at the bottom and maybe place another cistern and basar into the loop.
It is all about planning good. I am in the last period of the game and had never any problem with providing all services to my housblocks. Completing all missions up to now with no significant problems (havent done the military mission, only the monuments ones when I had a choice).
I tend to make variations on the closed loop block with the pavilion on the end of the block...
