In the OG the kingdom rating would tend to the value of 50 with each year, so if you were above it would drop, if you were below it would raise until 50, if nothing happened. In the remake, the neutral value it tends to is much lower, I didn't bother to find out what it is, maybe 10 or 20, so basically the rating will drop each year no matter what you do.
And you are correct, same as the culture advisor gives irrelevant information, the prosperity advisor doesn't tell people when they need to upgrade houses, the rating advisor gives useless information which is probably just leftovers from the OG where it was valid, but they didn't bother to implement in the remake. Salary does nothing to the rating as far as I could tell, you can set it 0, you can draw a Pharaoh salary, they just didn't write the code to affect the kingdom rating.
So, only things in this game that can raise the kingdom rating are requests (in most missions, not all of them), giving gifts or Ra blessings.
And even the debt anniversary probably does nothing, since it triggers every January without actually being for 12 months in debt.
Lots of stuff in the remake still, that look like they added it "for future development", problem is it doesn't look like there's a single line of code written to implement what the game says.
I always build my personal mansion as soon as I have enough funds for it, the problems I am trying to point out are more about how the kingdom ratings is calculated and how it sometimes rises or drops rather inexplicably or inconsistenly.
I suppose eatsoup's first reply makes sense and you're actually expected to send gifts every year or try and get Ra's blessings to increase the rating or stop it from dropping. It's not such a big deal anyway, worst case scenario I have to wait a couple of years at max speed at the end of a mission to send a couple more gifts if I forgot to do it earlier.... TBH I don't really remember how I dealt with the kingdom rating in the OG, I just remember never having to really think about it to win a mission, even on very hard difficulty.
But after playing PANE some more, I still I find the behaviour of the kingdom rating to be rather inconsistent from one mission to another, in some missions like Djedu it keeps dropping if you don't send gifts or get Ra's blessings, and in others (Menat Khufu for instance) I just fullfill the requests and send a couple of gifts in the first years, then do nothing particular besides the requests and the rating goes up every year and reaches 100... without even trying...
