I don't think so, it seems related to delivery carts being unable to find their way back, I've had this happen more often in cities where you have to ferry some goods around.
Should your dock worker go by ferry, it is very possible that the ferry breaks resulting in the dock worker breaking.
Should the dock worker have to travel far, it is possible the storage yard it is trying to get stuff from or put stuff in is no longer valid for the action it tries to perform.
Somehow dock workers crash a lot harder and more often than for example farmland carts.
I've also had potters just stop working even though there was a full storage yard of clay, 5 clay pits, and an empty storage yard accepting pottery within 6 tiles of them. My best guess therefor is that they were trying to get clay that was sold, or that had to go by ferry because i soon found out that my ferry wasnt working.
How did I find this last part out? I had one granary set to get all grain.
My only source of grain was imports.
My only dock accepting grain was on the other side of the river. (the housing block side was only accepting barley/beer since i wanted to keep those lines short)
Dock workers can only store into storage yards so i had 2 storage yards set to accept grain.
None of my grain was being moved from storage yard to granary anymore.
I destroyed and rebuilt the ferry, grain was being moved, trader however was broken and I was like hell no to waiting for the mission to finish when my trader is broken (AGAIN).
Anything with boats/water seems just really rough and unpolished (I guess we've all had some of those visual glitches with the water?).
Its a pity, I've completed a huge deal of the campaign right now but I am going to put this game away till I see some patch notes stating:
Trading ships stop working fixed.
Only one dock being used fixed.
Ferries stop working out of nowhere fixed.

Hello dev, I loaded my Bubastis save with bugged ships and they moved to the port immediately, solving the issue, I tried to replicate the bug with deleting the port, didnt bug out. Consider it fixed, thanks!
