Your personal money is saved in your family save, not in the missions save. This is why you do not have money if you spend it.
But there have to be many threads on this issue here which i read ages ago.
I would recommend downloading our community-led bug fix mod pack and set the “OriginalCampaignProgression” option in the mod config file to true. This will correctly carry over personal funds from previous missions to the next one [so in such a case, you would just load the last save from Bahariya Oasis or Djedu — whichever mission you chose — and “win” again to carry over your savings to Dunqul]. At this point, you would then start Dunqul, make a save and then the mod pack will be able to restore the personal savings carried over by just loading that save game before anything has been built.
Bug fix mod pack details [download links, release notes for it etc] can be found here: https://steamcommunity.com/app/1351080/discussions/0/6382252647763840792/
