Lowering your salary does nothing to the kingdom rating. (And maybe neither increasing it, even if it shows a message that you pay yourself above your rank)
Kingdom rating decreases by 1 each year.
Later in the campaign, you will get to missions where nothing that you do increases kingdom rating, like fulfilling requests, so the only options would be gifts or Ra blessings.
I guess the same way, some missions are supposed to give you a headache about kingdom rating, so that you are attentive about requests / troop requests, or compensate with gifts or appeasing Ra.
And as you progress the campaign, the difficulty will come from having to take care of all the aspects in the same mission.
as for culture rating just have enough of the specialty buildings(ie scribe school/library/morgue check the overseers of health/learning/diversions to make sure all populations are covered by these types of building
Prosperity is capped by the houses level, your numbers are a bit off, e.g. fancy residence - you are capped around 80ish or so. And if you have multiple types of houses, it becomes a bit tricky because it averages between all the houses, so higher levels will increase the cap, lower level ones will hold it back.
In short, add more schools and wait for them to run more shows, try to get the shows as close to the number of stages, cause the overseer rating is misleading.
