Don't remember Kingdom Rating being this annoying in old game
Just got this game a few days ago and so far every mission Kingdom Rating is a pain to increase.

In the last mission I just beat, I easily fulfilled all requests quickly, took a salary lower than my rank, and sent gifts once a year. Had tons of incoming money. I had to sit there and fast forward the game to generate more random requests just to get my kingdom rating over 50. Wtf is going on?

*EDIT* Looks like it was just that one mission where it was more a PITA, every other mission since has been OK to handle.

There are some slight differences from the original.
Lowering your salary does nothing to the kingdom rating. (And maybe neither increasing it, even if it shows a message that you pay yourself above your rank)
Kingdom rating decreases by 1 each year.

Later in the campaign, you will get to missions where nothing that you do increases kingdom rating, like fulfilling requests, so the only options would be gifts or Ra blessings.
The weird thing is the two missions after the one I was having trouble with, have been super easy to get high Kingdom rating - so I think it was specific to this one mission I was on, must have been introducing you to the Kingom rating mechanic and was set purposely low/difficult to raise so you would get used to it.

Thing is, different missions have different focuses. For example, some mission may have the focus on building the monuments, and the other goals are not that hard to reach. Others have a culture / prosperity focus, and everything else is easier.
I guess the same way, some missions are supposed to give you a headache about kingdom rating, so that you are attentive about requests / troop requests, or compensate with gifts or appeasing Ra.
And as you progress the campaign, the difficulty will come from having to take care of all the aspects in the same mission.

ive found kingdom rating is really tied to how far your city has advanced...up to the 2nd food stage gives a certain kingdom rating of 55 or so..up to fancy residence gives 65 0r so and then once into the 3x3 or 4x4 housing it can go to 100

as for culture rating just have enough of the specialty buildings(ie scribe school/library/morgue check the overseers of health/learning/diversions to make sure all populations are covered by these types of building

Kingdom rating has absolutely nothing to do with houses level, that's the Prosperity. Kingdom rating is either fulfilling requests (exception in some missions), gifts to pharaoh/Egypt, or Ra blessings, that's it.
Prosperity is capped by the houses level, your numbers are a bit off, e.g. fancy residence - you are capped around 80ish or so. And if you have multiple types of houses, it becomes a bit tricky because it averages between all the houses, so higher levels will increase the cap, lower level ones will hold it back.

So im having an issue with culture rating. I have my entire population at perfect on entertainment, learning, and health. Unemployment is also only 4-8%. Yet my culture rating keeps fluctuating 40-55 when i need a 60 to finish the mission. Any ideas on what im supposed to do?

"Perfect" on entertainment means almost nothing in this game. See, the overseer of entertainment is misleading, he will give you "perfect" or whatever rating based on the number of stages, but there's another number below which is "shows". For the culture rating, only the active shows are counting towards it, that's the problem with fluctuating rating. Sometimes you have fewer shows - gives you 40 rating, other times you have more shows - it bumps to 55 or whatever.
In short, add more schools and wait for them to run more shows, try to get the shows as close to the number of stages, cause the overseer rating is misleading.
