This are only some thinges me comes to mind.
Up to Bubastis I always got the culture rating done.

And check the overlays and the other overseers (all what can be build should be perfect)
The game often throws in requests that are helpful or essential to finishing a mission, so for me I always try to fill any requests from friendly cities... rather than finding out later that the mission will not complete...
Two are helpful and one not really, but regardless, filling all friendly requests in some missions are important to finishing that game.
Any request has to be taken seriously, as you have no idea what the outcome will be, and usually give you something back in return :)
Some requests are repeated, but not many and usually after a long wait... again sorry... time for a restart
... OK and I got a new request from Abedju so its probably not broken, just bad design.
