How to evolve to Stately Manor?

I have a mission that requires me to have 6 Stately Manor's but i can only go to "Fancy residence" building and then it says no room to evolve... even if i have something like 4x30 space reserved (im pretty sure 4 is the largest you can go one way?)

those houses are 4x4, they need 2 or 3 kind of food (i can't remember right), and all the services, you need a zoo and a senet local. sometimes it says there is no room, but it isn't that. for example last 2x2 houses, before you give them jewels, also say there is no room, but it isn't that, they need jewels...

look at all overlays, in order to see what service is needed :)

edit: i think you need 2 kind of luxury goods too

If it says there isnt enough space, then tear down the neibouring houses.
To evolve to 3*3 the 2*2 Hause have to have EMPTY spaces (or gardens) around it.

It works a little ather then the evolve from 1*1 to 2*2

You need to plan you housing block to get estates of any size...either 3x3 or 4x4. There are a couple of strategies. if only 3x3 needed, it is easy. just leave a space between your housing block and an outside road. if 4x4 is needed, get more tricky, but leave a space on both sides of you you 2x2 housing block. Or you can just do creative destruction. once you have a 3x3 estate, move a road back for the extra room. Use statues, etc, to control the estates. It is not really complicated, just plan for where you want to be when early.
